How are inspections scheduled?

Schedule, cancel and review inspections through the Oshkosh Evolve Public portal or call the automated Inspection Request Line at 920-236-5128. Provide the permit number or project address and nature of work, inspection type, building-access instructions, company or homeowner name and phone number. The permit card must be posted before excavation or construction; work may continue if an inspection is not performed within two business days after the project is ready. A $100 reinspection fee applies.

Which codes and exemptions should I review?

Winnebago County issues county zoning, sanitary and erosion-control permits in the towns of Algoma, Neenah, Nekimi and Omro and throughout rural unincorporated shoreland areas, but town and municipal inspectors issue general building permits. As the county-seat fallback, Oshkosh enforces Municipal Code Chapters 7 building, 11 electrical, 16 housing, 20 plumbing and 30 zoning; Wisconsin Uniform Dwelling Code SPS 320-325 for one- and two-family dwellings and accessory buildings; the 2017 NEC with SPS 316 amendments; Wisconsin Plumbing Code SPS 380-387; and the 2015 International Building Codes with Wisconsin SPS 361-366 amendments for commercial and multifamily buildings. Oshkosh does not require a permit for interior painting or wallpapering, flooring, replacing a faucet, a window-mounted air-conditioning unit, window-sash-only replacement, or pouring a concrete sidewalk no more than four feet wide. Most other alterations and replacements are expressly permitted work, including cabinets and drywall, roofing and siding, full windows and doors, detached structures, decks, fences, patios, driveways, pools, light fixtures, plumbing fixtures and HVAC equipment. County zoning likewise does not require a zoning permit for interior remodeling, replacement windows, siding or roofing shingles, though local building permits may apply.
