Inspections are required even when the property owner performs eligible work, and a licensed electrician is required for all city electrical work. County land-use or shoreland approval must be obtained first when applicable outside the city.

Which codes and exemptions should I review?

Waupaca County Planning and Zoning administers county comprehensive zoning, shoreland zoning, development rights, land-use permits and sanitary approvals where applicable, while towns and municipalities administer general building permits. As the county-seat fallback, the City of Waupaca enforces Wisconsin Uniform Dwelling Code SPS 320-325 and 327 for one- and two-family work; SPS 360 erosion, sediment and stormwater controls; SPS 361-366 commercial building code; SPS 375-379 for pre-1914 buildings; SPS 316 electrical code; applicable state plumbing and HVAC codes; and City Zoning Code Chapter 17. The City of Waupaca lists painting and staining, flooring, storm-door replacement, temporary signs within the stated event window, snow fencing from November 1 through April 1, deck floorboard replacement, grade-level patios, landscaping, concrete walks, gutters and downspouts as permit-exempt. Pools smaller than 15 feet in dimension and 24 inches in height are exempt. Minor like-for-like maintenance includes an existing sink, toilet, faucet or trap; floor registers, window air conditioners and portable heaters; and light-fixture replacement. The Building Inspector may waive a construction permit for work under $2,500 in combined materials and market-rate labor.
