Which codes and exemptions should I review?

Calumet County Chapter 82 General Zoning, amended April 15, 2025 and current through January 13, 2026; Chapter 52 Shoreland Zoning throughout unincorporated Calumet County; Chapter 51 Floodplain; county sanitation/POWTS, nonmetallic-mining reclamation, and wind-energy requirements. Chapter 82 general zoning applies in the towns of Brillion, Charlestown, New Holstein, and Woodville. Structural building-code and Wisconsin Uniform Dwelling Code SPS 320-325 permits are administered separately by the applicable town, village, city, contracted inspector, or Wisconsin DSPS; a county zoning permit is not a substitute for those approvals. Chapter 82 does not require a regular zoning permit for a structure less than six inches above grade if all setback and impervious-surface requirements are met. Other narrow exemptions include installations at or below grade, utility poles/wires and related equipment without permanent foundations, noncommercial solar panels attached to a permitted structure, flags, certain public-safety, temporary, residential-identification and farm signs, and restoring a structure destroyed by a governor-declared natural disaster after county inspection verifies eligibility. These exemptions do not waive shoreland, floodplain, sanitary, erosion-control, municipal building, UDC, electrical, plumbing, or HVAC rules.
