How are inspections scheduled?
Submit the commercial building application, nonrefundable fee, construction and fire-protection drawings, site plan, scope letter, and applicable state permits to the Fire Marshal as one PDF on a USB drive or in another approved format; wait for stamped approved plans before work. Required inspections include construction progress, sprinkler/alarm rough-in, hydrostatic and system-acceptance testing, and final fire/life-safety inspection. Call 361-579-9103 to schedule. For OSSF work, submit the county packet to Environmental Services, obtain Authorization to Construct, and call 361-578-6281 before the installation inspection; the web page requests notice by the fifth working day before proposed operation and the packet requires at least 24 hours' notice. Which codes and exemptions should I review?
Effective January 1, 2026, Victoria County requires Fire Marshal permits and plan review for all new commercial construction, commercial remodeling or renovation, tenant finish-outs/build-outs, changes of occupancy, and installation, modification, or removal of fire-protection systems. The county uses NFPA 1 Fire Code and NFPA 101 Life Safety Code as its minimum commercial fire/life-safety review standards, but expressly states that this policy is not formal fire-code adoption under Texas Local Government Code Section 233.061. The county development guide identifies Texas's mandatory industrialized-building codes as 2021 IBC, 2021 IFGC, 2021 IMC, 2021 IPC, 2015 IECC, and 2020 NEC; Victoria County has no county zoning ordinance. Floodplain work is governed by Flood Damage Prevention Order 2024-0045 and county development standards, and OSSFs by 30 TAC Chapter 285 and Texas Health and Safety Code Chapter 366. City and ETJ projects have separate City of Victoria processes. The 2026 county Fire Marshal permit policy applies to commercial construction, alterations, occupancy changes, and fire-protection systems; it does not establish a general county structural permit for ordinary one- and two-family residential work. Residential development can still require floodplain, OSSF, stormwater, subdivision, driveway, manufactured-home, groundwater, state, or municipal/ETJ approval. A qualifying OSSF for the only single-family dwelling on a tract of at least 10 acres is permit-exempt when it creates no nuisance or groundwater pollution, every component is at least 100 feet from the property line, and all effluent remains on the tract. In a flood hazard area, a licensed/titled, highway-ready RV used no more than 180 days with no attached deck, porch, or shed and quick-disconnect utilities may be treated as temporary; otherwise it must meet manufactured-home elevation rules.
