Project questions
Frequently asked questions for Harrison County
Who handles permitting for this jurisdiction?
Harrison County Road & Bridge / Harrison County Environmental Health is the identified county-level authority for this profile. Confirm that the property is in its service area before filing.
How should I begin an application?
No verified online portal was located in the reviewed public materials. Contact Road & Bridge/Floodplain: 903-935-4868; Environmental Health/OSSF: 903-935-4870 ext. 1362 and request the current application route before preparing a final submittal.
How long might review take?
Floodplain permit approval is approximately 5 working days after successful initial inspection and approval of all documentation. Environmental Health states that an OSSF Notice of Approval is issued approximately 5 working days after a successful final inspection; no standard pre-construction plan-review time is published.
How are inspections scheduled?
For a floodplain permit, submit the signed application, scaled site and structure drawings, elevation information/certificate, ownership proof, directions, and the $20 fee to Road & Bridge. Contact the office at least two working days before construction for the required initial site inspection, and again after completion for the final inspection and Certificate of Compliance; submit revised as-built plans if the approved design changes. For OSSF work, obtain Authorization to Construct before installation and contact Environmental Health at least two working days before the system will be ready for inspection; the system may not be covered before inspection.
Which codes and exemptions should I review?
Harrison County publishes a Flood Damage Prevention Order and requires floodplain development permits for construction, substantial improvements, fill, manufactured homes, tanks/equipment, and related development in mapped flood-hazard areas. The county does not publish a general countywide ICC building-code edition for ordinary construction outside those areas. Harrison County Environmental Health administers on-site sewage facilities under TCEQ requirements and 30 TAC Chapter 285. Incorporated municipalities may enforce separate building codes. No general county list of cosmetic or minor-work building exemptions was published. The floodplain permit applies when development is in a flood-hazard area, rather than to ordinary work countywide. Harrison County describes a limited 10-acre OSSF rule for a qualifying owner-occupied single-family property that is not being developed for sale or lease and meets all TCEQ and permitting-authority requirements; it does not apply when more than one home is installed, or to commercial or multifamily property. Any outside assistance with OSSF installation must be provided by an appropriately licensed installer.
