Which codes and exemptions should I review?

For 2026 applications, County materials require the 2025 California Residential Code (CRC), 2025 California Building Code (CBC), 2025 California Green Building Standards Code (CalGreen), 2025 California Electrical Code (CEC), 2025 California Mechanical Code (CMC), 2025 California Plumbing Code (CPC), 2025 California Fire Code (CFC), 2025 California Building Energy Efficiency Standards (CBEES), 2025 California Wildland-Urban Interface Code (CWUIC), and County of San Diego amendments, including the County Consolidated Fire Code and Consolidated WUI Code. The county's current PDS 110 ordinance exempts, subject to zoning and other laws, accessory patio/carport/horse-shade covers up to 300 sq. ft.; recreational equipment; one-story detached non-habitable accessory structures up to 120 sq. ft.; most fences and free-standing masonry walls up to 6 ft.; certain low retaining walls; qualifying direct-grade water tanks; decks, walks and driveways no more than 30 inches above grade; painting, papering and similar finish work; qualifying awnings, above-ground shallow prefabricated pools, antennas, agricultural shade structures, and similar minor work. Separate trade permits can still be required. Electrical, plumbing, and mechanical exemptions include specified minor repairs, fixture replacements, leaks and servicing. All exempt work must still comply with zoning, health/safety, and other regulations.
