Which codes and exemptions should I review?

For submittals from January 1, 2026, Orange County enforces the 2025 California Building Standards Code with county amendments in the unincorporated areas. The current county list includes the 2025 California Building, Residential, Energy, Green Building Standards, Historical Building, Existing Building, Wildland-Urban Interface, Plumbing, Mechanical, Electrical, and Fire Codes, adopted and amended through Orange County Ordinances 25-018 through 25-022 and related Title 7 and Title 3 amendments. The county applies the California code minor-work exemptions where all conditions are met: qualifying one-story detached accessory structures up to 120 sq ft; fences up to 7 ft for building-code purposes; retaining walls up to 4 ft measured from footing bottom to wall top when not supporting a surcharge; grade-supported tanks up to 5,000 gallons at no more than a 2:1 height-to-diameter ratio; sidewalks and driveways; painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work; prefabricated pools under 24 inches deep; playground equipment; qualifying wall-supported awnings; and limited decks, electrical, gas, mechanical, and plumbing repairs. Separate zoning, fire-authority, coastal, grading, utility, or right-of-way approvals can still be required, and county FAQs state that patio covers and trellises require Orange County Fire Authority approval.
