Project questions

Frequently asked questions for Lake County

Who handles permitting for this jurisdiction?

Lake County Community Development Department, Building and Safety Division is the identified county-level authority for this profile. Confirm that the property is in its service area before filing.

How should I begin an application?

Begin with the online permit gateway listed in the application guide. If the portal does not recognize the address or project type, contact (707) 263-2382 (Building and Safety); (707) 263-2221 (Planning).

How long might review take?

The county asks applicants to allow up to 10 business days for the initial zoning-clearance/fee assessment. It does not publish a current standard full building-permit review timeline on the active Building Safety page.

How are inspections scheduled?

Schedule a building inspection through the OpenGov portal or call a building permit technician at (707) 263-2382. The county's portal guide says online inspections can be scheduled until 7:00 a.m. on the same day; the job must have the county-stamped complete plan set and an agent present or the inspection may be cancelled and a reinspection fee charged.

Which codes and exemptions should I review?

Lake County's 2026 Design Criteria require the 2025 California Building, Mechanical, Plumbing, Electrical, Fire, Energy (Title 24), and Wildland-Urban Interface codes. The criteria also publish local parameters including 90-mph wind speed for Risk Category II, a 5-psf snow load in Cobb and zero elsewhere, and local soil and seismic design criteria. The county's published CBC 105.2 guidance identifies minor exemptions including masonry or concrete walls no higher than 4 feet, other fences no higher than 7 feet, and retaining walls no higher than 4 feet measured from footing to top unless supporting a surcharge or impounding regulated liquids. The county also identifies qualifying driveway work on non-county-maintained roads and certain fire-replacement structures as exempt from an encroachment permit. Exemptions do not eliminate zoning, trade-permit, floodplain, or other applicable requirements.

Before contacting the permit counter

Have the project facts ready.

A productive call starts with a clear description of the property and proposed work. Keep the site address, parcel or assessor number, project valuation, existing occupancy, approximate square footage, structural scope, contractor information, and desired start date in front of you. Those facts help the Authority Having Jurisdiction route the question to building, planning, fire, environmental health, or another reviewing discipline.

Questions worth asking

  • • Is the parcel inside an incorporated city or county service area?
  • • Does this scope require building, trade, zoning, fire, or site permits?
  • • What plans and supporting documents make the submittal complete?
  • • How much lead time is needed for each inspection?
