2021 Virginia Uniform Statewide Building Code, including the 2021 Virginia Construction Code, 2021 Virginia Residential Code, 2021 Virginia Existing Building Code, 2021 Virginia Property Maintenance Code, 2021 Virginia Energy Conservation Code, 2021 Virginia Mechanical Code, 2021 Virginia Plumbing Code, 2021 Virginia Fuel Gas Code, and 2020 National Electrical Code. Effective February 5, 2026, a standing countywide modification permits 2024 IRC ceiling-insulation values of R-49 compressed or R-38 uncompressed for buildings governed by the 2021 VRC. The county's permit guide lists qualifying low-voltage wiring; detached one-story tool/storage sheds, playhouses, and similar accessory structures not exceeding 256 square feet; qualifying utility-equipment buildings up to 256 square feet; tents up to 900 square feet with no more than 50 occupants; fences up to 6 feet unless serving as a pool barrier; retaining walls supporting under 2 feet of unbalanced fill; small pools no greater than 150 square feet, 5,000 gallons, and 24 inches deep; and ordinary nonstructural repairs and finishes. Lancaster still requires zoning approval for exempt accessory buildings, and separate trade permits may apply.
