Frequently asked questions for Morgan County

Who handles permitting for this jurisdiction?

Morgan County Planning & Development Building Department is the identified county-level authority for this profile. Confirm that the property is in its service area before filing.

How should I begin an application?

Begin with the online permit gateway listed in the application guide. How long might review take?

The general plan-review timeline is approximately 14 business days after the pre-review phase is complete; the county also warns that a complete application's review may take up to three weeks depending on demand. Review does not begin until all requested documents and the nonrefundable plan-review deposit are received and paid.

How are inspections scheduled?

Call 801-845-4015 to schedule; have the county permit number, and for temporary or permanent power also have the Rocky Mountain Power work-order number. County-stamped plans must be onsite. Published stages include temporary power; footing/setback/UFER; foundation; under-slab plumbing, heating, and electrical; suspended slab; retaining walls; exterior sheathing/shear; weather barrier/flashing; masonry or stucco lath; fuel-gas test; four-way rough; hydronic heat; power to panel; insulation; drywall; final; and scope-specific additional inspections. Power inspections scheduled after 3:00 p.m., if approved, are cleared to the utility the next county business day.

Which codes and exemptions should I review?

Morgan County applies the current Utah State Construction Code and statewide amendments. Effective July 1, 2026, this includes the 2024 International Building Code, 2021 International Residential Code and Appendix AQ, 2024 International Plumbing Code, 2024 International Mechanical Code, 2024 International Fuel Gas Code, 2023 National Electrical Code, 2024 International Energy Conservation Code, 2024 International Existing Building Code, residential provisions of the 2024 International Swimming Pool and Spa Code, and applicable Utah amendments; the 2024 International Fire Code is the State Fire Code. One- and two-family dwellings and townhouses must comply with IRC energy Chapter 11 as amended by Utah. County Planning and Development administers unincorporated Morgan County; Morgan City maintains its own planning and building process. Morgan County provides an agricultural-use exemption application for a qualifying structure used only for agriculture and not for human occupancy. It requires a site plan, floor plan, $50 land-use fee, and zoning clearance; electrical, plumbing, or mechanical work and later changes of use can trigger permits, engineering, and testing. The exemption expires after six months if construction has not begun, and loss of qualifying agricultural use may result in fines or legal action. The current county page does not publish a complete list of cosmetic or minor-repair exemptions, so those items are N/A and should be confirmed before work.

Before contacting the permit counter

Have the project facts ready.

A productive call starts with a clear description of the property and proposed work. Keep the site address, parcel or assessor number, project valuation, existing occupancy, approximate square footage, structural scope, contractor information, and desired start date in front of you. Those facts help the Authority Having Jurisdiction route the question to building, planning, fire, environmental health, or another reviewing discipline.

Questions worth asking

  • • Is the parcel inside an incorporated city or county service area?
  • • Does this scope require building, trade, zoning, fire, or site permits?
  • • What plans and supporting documents make the submittal complete?
  • • How much lead time is needed for each inspection?
