Which codes and exemptions should I review?
8th Edition (2023) Florida Building Code, including Building, Residential, Existing Building, Energy Conservation, Fuel Gas, Mechanical, Plumbing and Accessibility requirements, plus the 2020 National Electrical Code, applicable Florida Fire Prevention Code requirements, Indian River County amendments and policies, floodplain rules based on the effective January 26, 2023 FEMA maps, and applicable County zoning and land-development regulations. Effective July 1, 2026, qualifying nonstructural work valued below $7,500 on a single-family dwelling may be exempt after the owner or contractor submits the County's Building Permit Exemption Application; the exemption excludes electrical, plumbing, structural, mechanical and gas work, work in a flood-hazard area, and a scope divided to evade permitting. A separate statutory exemption covers qualifying temporary hurricane or flood walls or barriers at a single-family or two-family dwelling or townhouse. The County also provides an Agricultural Exemption Request for qualifying nonresidential farm structures. These exemptions do not waive zoning, floodplain or other agency requirements.
