Which codes and exemptions should I review?

Florida Building Code, Eighth Edition (2023), with Collier County amendments for the unincorporated portions of the county, plus applicable county land-development, floodplain, fire, and trade requirements. County code exemptions include flooring installation; painting or wallpaper; finish trim; interior-door replacement that does not affect the framed opening; small non-fire-related drywall repair/replacement of no more than two sheets (64 square feet); certain fixture repairs/replacements; ceiling-fixture replacement using an existing outlet box and wiring; and qualifying playground swings. Beginning July 1, 2026, qualifying work under $7,500 on a single-family detached structure may also be exempt by written county approval, but not if structural, mechanical, electrical, plumbing, or gas work is involved, the property is in a flood-hazard area, the project is split to evade the threshold, or the work is not done by the owner or a licensed contractor.
