Which codes and exemptions should I review?

St. Croix County administers Chapter 15 general zoning in all unincorporated towns except Forest, Hudson, St. Joseph and Troy, plus countywide-township shoreland, floodplain, land-division, Lower St. Croix Riverway and sanitary/POWTS regulations. Cities, villages and the four excluded towns enforce their own general zoning. Building permits, Wisconsin UDC and construction/trade inspections are handled by the applicable town or municipality. Uses classified as Permitted by Right in §15.285 do not need a county land-use permit unless an overlay or another ordinance requires approval; changing only the message on an existing sign is expressly permit-exempt. Applicants should confirm project-specific exemptions because shoreland, riverway and floodplain overlays can independently require county review.
