Which codes and exemptions should I review?

Resolution 2025-37, adopted November 12, 2025, adopts the 2012 International Residential Code for one- and two-family dwellings and the 2012 International Building Code, with county amendments and omissions, throughout the unincorporated area. The resolution applies to new residential and commercial construction; new construction includes work replacing, reconstructing, repairing or adding to an existing building when 51% or more of the building is involved. It repeals Resolution 2020-39 and includes local provisions such as a 200-square-foot exception, a 51%-repair threshold, and adoption of specified appendices. Structures under 100 square feet are not regulated. The county’s published guidance lists roofing, roof-mounted solar panels, deck replacements in the same footprint, unenclosed carports and interior modifications as not requiring a building permit. Resolution 2025-37 states that repairs constituting less than 51% of the building structure do not require a permit. Agricultural accessory-building permit fees are $0 under the published schedule but require compliance with zoning/subdivision regulations and agricultural-exemption approval; this is a fee exemption, not a blanket exemption from county review.
