Digital permit application gateway

Apply for a permit in Lincoln County

Start with the issuing authority’s own submission lane. A complete application package, accurate valuation, and accessible inspection path are the fastest route through statutory plan review.

Recommended first click

Open the official online permit gateway.

Use the official digital gateway to submit plans, monitor review comments, pay required charges, and request inspections when the permit is issued. If the link is unavailable, use the agency website or phone number on the administrative profile to confirm the current lane.

Typical review lane

The Administrator reviews a Residential Use Permit application for completeness within seven days. After accepting a complete application, the Administrator must approve, conditionally approve, deny or extend review within 14 days.

Treat this as a planning signal, not a guaranteed approval date. Completeness, corrections, resubmittals, and agency workload control the actual clock.

01

Confirm jurisdiction

Verify the parcel is inside this agency’s service area and note whether a city, state, fire marshal, septic authority, or utility district also has approval authority.

02

Assemble a complete package

Prepare legible plans, site information, project valuation, ownership authorization, contractor information, and any energy, floodplain, zoning, or utility documentation the issuing office requires.

03

Track the review record

Keep the permit number, approved plan set, correction comments, fee receipts, and inspection results together. Those records establish the compliance trail for the next trade.

Application documents

Use the official form when a portal is not the only filing route.

Before submission, call Afton Planning Office 307-885-3106; Kemmerer Planning Office 307-877-9056 if the project involves a change of occupancy, structural alteration, accessory structure, demolition, or work near a regulated environmental feature.

Project questions

Frequently asked questions for Lincoln County

Who handles permitting for this jurisdiction?

Lincoln County Office of Planning and Development is the identified county-level authority for this profile. Confirm that the property is in its service area before filing.

How should I begin an application?

Begin with the online permit gateway listed in the application guide. If the portal does not recognize the address or project type, contact Afton Planning Office 307-885-3106; Kemmerer Planning Office 307-877-9056.

How long might review take?

The Administrator reviews a Residential Use Permit application for completeness within seven days. After accepting a complete application, the Administrator must approve, conditionally approve, deny or extend review within 14 days.

How are inspections scheduled?

County staff may enter and reasonably inspect development for compliance with the approved permit and land-use regulations, but Lincoln County does not require residential building-code inspections. The County recommends six inspections by a certified IRC inspector; owners arrange those private inspections themselves. For septic work, call the applicable Planning Office at least 24 hours ahead to schedule the pre-application soil-cut inspection. Electrical permits and inspections are handled through the Wyoming state portal.

Which codes and exemptions should I review?

Lincoln County issues and enforces Residential Use, auxiliary-building, land-use, driveway, floodplain and small-wastewater permits, but the County expressly states that it does not require residential construction inspections and only strongly recommends that noncommercial buildings meet the 2006 International Residential Code or newer. Projects within Wyoming State Fire Marshal jurisdiction remain subject to the state's 2024 International Fire, Building, Fuel Gas, Mechanical and Existing Building Codes and the 2026 National Electrical Code effective July 1, 2026. N/A; the County's current materials do not publish a reliable list of minor or cosmetic work exempt from its land-use permits. New single- and two-family dwellings, townhouses, duplexes, twin homes and guest houses require a Residential Use Permit; additions and non-living auxiliary buildings have separate permits. Confirm minor work with Planning. Extra permits may be required for a new or modified septic system, floodplain or wetland work, driveway access and electrical wiring.

What makes an application complete

A portal submission is only as strong as its supporting record.

Before you click submit, make sure the drawings agree with the site plan, project description, valuation, ownership authorization, and contractor information. If the work changes structure, occupancy, drainage, fire protection, energy performance, or utility demand, describe that scope plainly. Ambiguous narratives create correction cycles and delay the field schedule.

Save the confirmation number, payment receipt, uploaded plan set, and every correction comment. Those records are the backbone of a defensible compliance file when multiple trades or agencies share responsibility.
