01

Confirm jurisdiction

Verify the parcel is inside this agency’s service area and note whether a city, state, fire marshal, septic authority, or utility district also has approval authority.

02

Assemble a complete package

Prepare legible plans, site information, project valuation, ownership authorization, contractor information, and any energy, floodplain, zoning, or utility documentation the issuing office requires.

03

Track the review record

Keep the permit number, approved plan set, correction comments, fee receipts, and inspection results together. Those records establish the compliance trail for the next trade.

Failed inspections incur $100, and no final or certificate-of-occupancy inspection will be scheduled while reinspection fees remain unpaid.

Which codes and exemptions should I review?

Caroline County enforces the 2021 Virginia Uniform Statewide Building Code cycle in 2026, including the 2021 Virginia Construction, Residential, Existing Building, Plumbing, Mechanical, Fuel Gas, Energy Conservation, and Swimming Pool and Spa codes, the referenced 2020 National Electrical Code, and applicable Virginia fire, manufactured-home, industrialized-building, and amusement-device regulations. The County's January 18, 2024 inspection guides expressly require the applicable 2021 Virginia codes, and its combined application also covers zoning and erosion-and-sediment-control review. The current County fee schedule states that residential storage sheds of 256 square feet or less need no building permit except in campgrounds. The Virginia USBC also exempts qualifying one-story detached playhouses and similar accessory structures within that limit; fences other than required safety or pool barriers; qualifying tents not exceeding 900 square feet with 50 or fewer occupants; certain low-voltage work; and ordinary cosmetic repairs. The County lists qualifying agricultural structures on at least five acres for zoning-only processing when they have no electrical or plumbing work. Zoning requirements can apply even where the building permit is exempt.

What makes an application complete

A portal submission is only as strong as its supporting record.

Before you click submit, make sure the drawings agree with the site plan, project description, valuation, ownership authorization, and contractor information. If the work changes structure, occupancy, drainage, fire protection, energy performance, or utility demand, describe that scope plainly. Ambiguous narratives create correction cycles and delay the field schedule.

Save the confirmation number, payment receipt, uploaded plan set, and every correction comment. Those records are the backbone of a defensible compliance file when multiple trades or agencies share responsibility.
