One- and two-family dwellings and townhouses must comply with IRC energy Chapter 11 as amended by Utah. County Planning and Development administers unincorporated Morgan County; Morgan City maintains its own planning and building process. Morgan County provides an agricultural-use exemption application for a qualifying structure used only for agriculture and not for human occupancy. It requires a site plan, floor plan, $50 land-use fee, and zoning clearance; electrical, plumbing, or mechanical work and later changes of use can trigger permits, engineering, and testing. The exemption expires after six months if construction has not begun, and loss of qualifying agricultural use may result in fines or legal action.
