Codes, exemptions & field inspections

Build to the adopted code. Verify every exception.

This guide translates the available agency record into a preconstruction checklist for structural scope, minor work, and inspection release. The adopted code and the issuing official control when a field condition is disputed.

Regulatory framework

The code baseline for Wheeler County.

Wheeler County publishes no county general-building code, permit office, or inspection program for unincorporated construction. The current FEMA Community Status Book identifies unincorporated Wheeler County as not participating in the NFIP. Within the primary municipal fallback, the City of Wheeler code (current through Ordinance 254 adopted November 11, 2025) adopts the 1967 National Building Code, Abbreviated Edition; Southern Standard Plumbing Code (edition not stated in the codification); the city's fire-prevention code; and its flood-damage-prevention, subdivision, manufactured-home, and related land-use regulations. The city requires building and plumbing permits within city limits. In TCEQ jurisdiction outside an authorized local program, OSSFs are regulated by Texas Health and Safety Code Chapter 366 and 30 TAC Chapters 30 and 285 through TCEQ Region 1.

Inspection lane

For City of Wheeler building, plumbing, manufactured-home, or floodplain work, contact City Hall at 806-826-3222 before starting and obtain the city-provided application. The building official enforces and inspects the adopted codes; plumbing plans must be submitted for city review before permit issuance, and the building official performs required plumbing inspections and tests. Floodplain applications are reviewed and approved or denied by the city's Floodplain Administrator, with required elevation/floodproofing certifications retained by the city. For an unincorporated OSSF under state jurisdiction, submit the February 2026 TCEQ-0235 application and planning materials to Region 1, obtain Authorization to Construct before work, and have the installer notify the permitting authority at least five working days before the system will be ready for construction inspection; the system may not be used until it passes.

Minor-work playbook

Understand what may be exempt—and what is not.

There is no published Wheeler County structural permit requirement for ordinary unincorporated construction; municipal requirements apply inside each city. In the City of Wheeler, plumbing repairs limited to faucet or valve working parts, clearing stoppages, repairing leaks, and replacing defective faucets or valves need no plumbing permit when piping and fixtures are not changed. An owner-occupant may personally perform permitted plumbing in the owner's single-family dwelling and usual accessory buildings, but must still obtain the permit. Under state OSSF rules, the conditional 10-acre exemption applies only after a licensed site evaluation when the system serves the tract's sole single-family dwelling, all components are at least 100 feet from property lines, all effluent stays onsite, and no nuisance or groundwater pollution occurs. Listed emergency OSSF repairs need no advance permit but must be reported in writing within 72 hours after work begins.

Field rule

A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Obtain written confirmation when the project involves a new structure, structural alteration, change in occupancy, or concealed work.

  3. 3

    Close the record

Retain the approved plans, inspection approvals, correction responses, and final certificate or occupancy release with the property file.

Contractor verification

Verify the builder before the contract is signed.

Use the state licensing system to verify active registration, trade credentials, bond status, and liability coverage where available. Match the legal business name to the proposal and permit application.

Planning reference

Keep the parcel rules beside the building plans.

A building permit is only one part of statutory compliance. Check the local zoning, ordinance, map, or land-use reference before finalizing setbacks, height, lot coverage, access, drainage, or accessory structure placement.

Project questions

Frequently asked questions for Wheeler County

Who handles permitting for this jurisdiction?

This record is marked Municipal Fallback. Confirm whether a city, state agency, or other local authority controls the parcel before filing.

How should I begin an application?

No verified online portal was located in the reviewed public materials. Contact City of Wheeler Administration/Public Works: 806-826-3222; Wheeler County Judge/county emergency management: 806-663-6666; TCEQ Region 1 Amarillo main line: 806-353-9251; TCEQ OSSF Program: 512-239-3799 and request the current application route before preparing a final submittal.

How long might review take?

The City of Wheeler publishes no fixed building, plumbing, or floodplain review time. TCEQ must approve or deny complete OSSF planning materials and the permit application within 30 days and provide a written explanation for denial; approval is not automatic without an Authorization to Construct. The installer gives at least five working days' inspection notice. An OSSF Authorization to Construct expires if installation is not completed and submitted for inspection within one year, requiring a new application and fee.

Field sequencing matters

The inspector needs to see the work at the right moment.

Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible. Build the inspection calendar into the trade schedule instead of treating it as a final administrative step.

When a project qualifies for a narrow minor-work exemption, keep a written explanation of why it qualifies and confirm that related zoning, utility, fire, energy, or environmental rules do not create a separate approval requirement.

Closeout file

Keep the approved plan set, inspection approvals, correction responses, contractor license verification, final certificate, and any occupancy release together. A clean record protects the owner, builder, lender, insurer, and future buyer.
