Wheeler County publishes no county general-building code, permit office, or inspection program for unincorporated construction. Within the primary municipal fallback, the City of Wheeler code (current through Ordinance 254 adopted November 11, 2025) adopts the 1967 National Building Code, Abbreviated Edition; Southern Standard Plumbing Code (edition not stated in the codification); the city's fire-prevention code; and its flood-damage-prevention, subdivision, manufactured-home, and related land-use regulations. The city requires building and plumbing permits within city limits. In TCEQ jurisdiction outside an authorized local program, OSSFs are regulated by Texas Health and Safety Code Chapter 366 and 30 TAC Chapters 30 and 285 through TCEQ Region 1. There is no published Wheeler County structural permit requirement for ordinary unincorporated construction; municipal requirements apply inside each city. In the City of Wheeler, plumbing repairs limited to faucet or valve working parts, clearing stoppages, repairing leaks, and replacing defective faucets or valves need no plumbing permit when piping and fixtures are not changed.
