The code baseline for Victoria County.
Effective January 1, 2026, Victoria County requires Fire Marshal permits and plan review for all new commercial construction, commercial remodeling or renovation, tenant finish-outs/build-outs, changes of occupancy, and installation, modification, or removal of fire-protection systems. The county uses NFPA 1 Fire Code and NFPA 101 Life Safety Code as its minimum commercial fire/life-safety review standards, but expressly states that this policy is not formal fire-code adoption under Texas Local Government Code Section 233.061. The county development guide identifies Texas's mandatory industrialized-building codes as 2021 IBC, 2021 IFGC, 2021 IMC, 2021 IPC, 2015 IECC, and 2020 NEC; Victoria County has no county zoning ordinance. Floodplain work is governed by Flood Damage Prevention Order 2024-0045 and county development standards, and OSSFs by 30 TAC Chapter 285 and Texas Health and Safety Code Chapter 366. City and ETJ projects have separate City of Victoria processes.
