Which codes and exemptions should I review?

Pennsylvania Uniform Construction Code (UCC), 34 Pa. Code Chapters 401-405 and referenced current ICC codes as adopted by Pennsylvania, including applicable 2021 ICC editions for 2026 permits. ICOPD administers UCC permits and inspections for the municipalities listed on its official building-permits page; otherwise applicants must use the local municipality. Center Township assumed full UCC responsibility for new permits on April 13, 2026, while ICOPD retains existing permits issued before that date. Indiana County also administers the 2023 SALDO for designated municipalities. Pennsylvania UCC and the responsible code agency control exemptions. Emergency repairs or equipment replacements may proceed without a permit only when the application is submitted to the BCO within three business days. Minor repair, accessory-structure, agricultural, pool, fence, demolition, zoning, sewage, and occupancy requirements depend on the municipality and project type; ICOPD's application packets specify separate submittal requirements.
