For a municipality listed on ICOPD's building-permits page, select the appropriate residential or commercial packet, submit the completed application, drawings, required insurance/notarized forms, and fee by mail or in person to 801 Water Street, Indiana, PA 15701, then coordinate inspections through ICOPD. For other municipalities contact the local code agency. Commercial or agricultural projects should first call Josh Krug at 724-465-3877 to determine whether SALDO review is required.
Pennsylvania Uniform Construction Code (UCC), 34 Pa. Code Chapters 401-405 and referenced current ICC codes as adopted by Pennsylvania, including applicable 2021 ICC editions for 2026 permits. ICOPD administers UCC permits and inspections for the municipalities listed on its official building-permits page; otherwise applicants must use the local municipality. Center Township assumed full UCC responsibility for new permits on April 13, 2026, while ICOPD retains existing permits issued before that date. Emergency repairs or equipment replacements may proceed without a permit only when the application is submitted to the BCO within three business days. What makes an application complete
