Lincoln County's local building inspector administers the Kentucky building-permit program under the current statewide framework: 2018 Kentucky Building Code and 2018 Kentucky Residential Code, based on the 2015 IBC/IRC with Kentucky amendments. No newer 2026 KBC or KRC adoption was verified. The county page requires plan review, footing, basement-wall steel, framing and final inspections before occupancy; DHBC remains the state authority for assigned state-jurisdiction work.
Inspection lane
The applicant/agent must notify the building inspector's office when inspections are needed. Published fee-covered stages are footing inspection before concrete, basement-wall steel inspection before concrete, framing inspection after electrical rough-in and before insulation/drywall, and final inspection before occupancy; a certificate of occupancy and lender letter can be issued at final. The application package must include Planning & Zoning approval, Lincoln County Health Department septic approval, occupational-tax registration, contractor liability/workers' compensation proof, a permanent 911 address, and blueprints or detailed plans.
