Minor-work playbook

Understand what may be exempt—and what is not.

Bona fide agricultural buildings, accessory structures, and structures on qualifying farms are excluded from the Article 5 building-code provisions and related building-code fees, but still require a $25 agricultural-exempt permit application and must comply with zoning, floodplain, septic, subdivision, and other applicable requirements. Agricultural fences are exempt from zoning fees; ordinary non-agricultural construction generally requires a permit.

Field rule

It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible. When a project qualifies for a narrow minor-work exemption, keep a written explanation of why it qualifies and confirm that related zoning, utility, fire, energy, or environmental rules do not create a separate approval requirement.
