Development excluded from the code's definition of a structure does not need a Building Location Permit, but all structures—including exempt ones—must satisfy zoning, setbacks, floodplain rules, and other local, state, and federal requirements. Interior cosmetic work does not create or relocate a regulated structure, but state trade permits may still be required.
