Digital permit application gateway

Apply for a permit in Montrose County

Start with the issuing authority’s own submission lane. A complete application package, accurate valuation, and accessible inspection path are the fastest route through statutory plan review.

Recommended first click

Open the SmartGov public portal.

Use the official digital gateway to submit plans, monitor review comments, pay required charges, and request inspections when the permit is issued. If the link is unavailable, use the agency website or phone number on the administrative profile to confirm the current lane.

Typical review lane

Montrose County states it will respond to an online application/request within 3 business days; no standard total plan-review or permit-issuance timeline was published. Review corrections are submitted through the portal for recheck and may incur additional plan-check fees.

Treat this as a planning signal, not a guaranteed approval date. Completeness, corrections, resubmittals, and agency workload control the actual clock.

01

Confirm jurisdiction

Verify the parcel is inside this agency’s service area and note whether a city, state, fire marshal, septic authority, or utility district also has approval authority.

02

Assemble a complete package

Prepare legible plans, site information, project valuation, ownership authorization, contractor information, and any energy, floodplain, zoning, or utility documentation the issuing office requires.

03

Track the review record

Keep the permit number, approved plan set, correction comments, fee receipts, and inspection results together. Those records establish the compliance trail for the next trade.

Project questions

Frequently asked questions for Montrose County

Who handles permitting for this jurisdiction?

Montrose County Planning and Development Department, Building Division is the identified county-level authority for this profile. Confirm that the property is in its service area before filing.

How should I begin an application?

Begin with the online permit gateway listed in the application guide. If the portal does not recognize the address or project type, contact Montrose County Planning and Development / permit questions: (970) 249-6688; planning_building@montrosecounty.net; building-permit detail contact listed by the County: (970) 249-7755..

How long might review take?

Montrose County states it will respond to an online application/request within 3 business days; no standard total plan-review or permit-issuance timeline was published. Review corrections are submitted through the portal for recheck and may incur additional plan-check fees.

How are inspections scheduled?

Submit and manage inspections through the Montrose County Citizen Permit Portal. The County's 2026 frame-construction handout requires foundation-engineer approval and State electrical/plumbing rough-ins before a framing inspection; all required permits and inspections must be approved before a Certificate of Occupancy/Use is issued. The portal supports inspection requests and results; permit questions can be directed to (970) 249-6688.

Which codes and exemptions should I review?

Montrose County's current official code resolution for unincorporated areas adopts the 2018 International Building Code, 2018 International Residential Code, 2018 International Energy Conservation Code, 2018 International Property Maintenance Code, 2018 International Existing Building Code provisions for relocated/moved buildings, and the NCSBCS/ANSI A225.1-1994 Non-Permanent Foundations Guide for Manufactured Housing, as amended by the County. The International Fire Code is enforced by the applicable local fire-protection district; Colorado State electrical and plumbing permits and codes are enforced by the State. The County's 2026 materials do not show a newer building-code adoption. The County FAQ states that one-story detached accessory structures used as tool/storage sheds, playhouses, chicken coops, or similar uses may be exempt up to 200 square feet, with no more than a 24-inch overhang and 12 feet high at the highest point; certain small membrane/metal storage structures and nonstructural repair or maintenance may also qualify. Fences not over 6 feet high do not require a permit. Agricultural buildings on actively agricultural/ranching parcels of at least 35 acres still require a Zoning Location Permit. Exemptions do not waive setbacks, zoning, septic, floodplain, fire, access, address, or State trade requirements.

What makes an application complete

A portal submission is only as strong as its supporting record.

Before you click submit, make sure the drawings agree with the site plan, project description, valuation, ownership authorization, and contractor information. If the work changes structure, occupancy, drainage, fire protection, energy performance, or utility demand, describe that scope plainly. Ambiguous narratives create correction cycles and delay the field schedule.

Save the confirmation number, payment receipt, uploaded plan set, and every correction comment. Those records are the backbone of a defensible compliance file when multiple trades or agencies share responsibility.
