Sonoma County Ordinance 6539, adopted September 12, 2025, adopts with local amendments selected provisions of the 2025 California Building Standards Code, including the 2025 California Building Code, Residential Code, Electrical Code, Mechanical Code, Plumbing Code, Energy Code, Green Building Standards Code, Fire Code, Wildland-Urban Interface Code, and Existing Building Code, as applicable to the project and unincorporated county area.

Permit Sonoma materials also identify the automated inspection line (707) 565-3551; have the permit number, job address, and inspection type/code available. Keep the job card and approved plans available, and do not conceal work before required inspection.

Minor-work playbook

Understand what may be exempt—and what is not.

Common California/County exemptions include one-story detached accessory sheds, storage buildings, or playhouses up to 120 sq. ft.; qualifying minor finish work; and other Title 24 Section 105.2/106.2 exemptions. Permit Sonoma states that electrical, mechanical, and plumbing work serving a permit-exempt structure still requires permits, and exemption does not waive Planning, Emergency Services, minimum construction, or other applicable rules. A separate agricultural building exemption may apply on an appropriately zoned, actively agricultural parcel of at least 5 acres when the non-habitable agricultural structure is at least 60 ft. from property lines and other non-exempt structures, is no more than two stories, and meets the County's structural and utility conditions; an exemption application is required.

Field rule

It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Field sequencing matters

Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible. Build the inspection calendar into the trade schedule instead of treating it as a final administrative step.

When a project qualifies for a narrow minor-work exemption, keep a written explanation of why it qualifies and confirm that related zoning, utility, fire, energy, or environmental rules do not create a separate approval requirement.
