State plan-review submissions are accepted or rejected for review within 5 business days. Complete accepted submissions are reviewed within 21 business days; when additional information is required, review is completed within 10 business days after receipt of that information or within the original 21-business-day period, whichever is greater.

For a guaranteed state electrical inspection, the permit holder must contact Niobrara County inspector Brian Keithly at 307-254-1081 after obtaining the online wiring permit. Projects reviewed by the State Fire Marshal must also complete the inspections identified for the approved project before a certificate of occupancy or letter of compliance is issued.
For projects within Wyoming State Fire Marshal jurisdiction: 2024 International Fire Code, 2024 International Building Code, 2024 International Fuel Gas Code, 2024 International Mechanical Code and 2024 International Existing Building Code. The 2026 National Electrical Code is effective statewide July 1, 2026. Niobrara County's land-use materials expressly describe a county system without a building-permit process, so ordinary projects outside state statutory categories do not receive a county building-code review. Niobrara County does not operate a general building-permit process. State Fire Marshal plan review is limited to statutory project classes, including government buildings, schools, public-access buildings over 5,000 square feet, child-care centers serving more than 10 children, multistory buildings, assembly occupancies, qualifying remodels valued at $40,000 or more, specified occupancy changes, fire-protection systems, alternative-energy installations, above-ground fuel tanks, commercial Type I kitchen hoods, spray finishing and RV/camping/mobile-home park site plans. A state wiring permit is required for new construction or remodeling when a utility must connect, disconnect or restore power, subject to the statutory electrical exemptions in W.S. 35-9-123(a)(ii)-(v). County approval remains necessary before changing a parcel's permitted land-use classification.
What makes an application complete
Before you click submit, make sure the drawings agree with the site plan, project description, valuation, ownership authorization, and contractor information. If the work changes structure, occupancy, drainage, fire protection, energy performance, or utility demand, describe that scope plainly. Ambiguous narratives create correction cycles and delay the field schedule.
Save the confirmation number, payment receipt, uploaded plan set, and every correction comment. Those records are the backbone of a defensible compliance file when multiple trades or agencies share responsibility.
