Vernon County does not administer a countywide general building code; its Zoning & Sanitation Office regulates shoreland, floodplain, wetlands and private onsite wastewater systems, while each town, city or village and its UDC inspector issues building permits. As the municipal fallback, Viroqua enforces Title 15 Buildings and Construction, the Wisconsin Uniform Dwelling Code for one- and two-family dwellings, Wisconsin commercial building, HVAC, plumbing and electrical codes, and municipal zoning under Title 17. General Engineering Company performs the city's residential and commercial plan review and inspections. No comprehensive categorical exemption list was published. Viroqua's official FAQ says a permit is required for a new building and for alterations exceeding $1,000 in value during any 12-month period; alterations include siding, roofing, fences, pools, HVAC and electrical work. The 2025-2026 fee schedule also lists permits for small sheds, re-roofing, siding, windows and doors, so applicants should confirm low-value work with the inspector before starting. County land-use and sanitary requirements remain separate.
