Regulatory framework
The code baseline for Adams County.
Adams County Chapter 166, Building Construction, as amended August 20, 2024, adopts Wisconsin Administrative Code SPS 305 (Credentials), SPS 316 (Electrical Code), SPS 320-325 (Uniform Dwelling Code), SPS 361-366 (Commercial Building Code), and SPS 381-387 (Uniform Plumbing Code), including subsequent revisions. Adams County is a certified municipality under SPS 361.60 for plan review and inspection of all-size commercial buildings. County building-inspection service for other work applies only in towns that have delegated authority to the County; zoning permits remain administered through County Planning and Zoning, while some towns use their own municipal inspector.
Inspection lane
Request building-inspection appointments through Adams County Planning and Zoning at 608-339-4222; the County identifies Administrative Assistant Janene Harper for appointment requests and state building-permit submittal questions. General Engineering Company supplies the linked online building-permit system and inspection services for participating municipalities; applicants may also call 800-955-7896 or their assigned local inspector. Required stages include footing, foundation, rough carpentry/HVAC/electrical/plumbing, drain tile and basement floor, underfloor plumbing, electrical service, insulation, final trade inspections, and erosion control. Work may proceed if a requested UDC inspection has not occurred by the end of the second business day after notice, or a commercial-code inspection by the end of the fifth business day, unless another time was agreed.
