Wayne County's revised Building Permit and Floodplain Ordinance adopted July 15, 2019, together with National Flood Insurance Program standards. Permits cover new homes, mobile or modular homes, new construction, substantial improvements, substantial-damage repairs, relocation, and other development; flood-hazard-area work must meet elevation, anchoring, foundation, flood-resistant-material, and utility-protection requirements. The county does not publish a general structural model building-code suite.

Submit the completed application to the Wayne County Commission Building Permit Office, P.O. Box 248, Wayne, WV 25570-0248, or contact Building Permit Officer/Floodplain Coordinator Stephen A. Brown at 304-272-6350. Floodplain officials may inspect during construction and after reported violations. A certificate of compliance, based on inspections and any required finished elevation, floodproofing, hydraulic, or encroachment documents, is required before occupancy or permanent utility service in a flood-hazard area. The permit is valid for six months under the current application.
