Applicable Existing Building, Energy Conservation, Swimming Pool and Spa, property-maintenance, and fire-code provisions also govern their respective work.

Minor-work playbook

Understand what may be exempt—and what is not.

A residential storage building needs no building permit when it is one story and its floor area does not exceed 256 square feet, although zoning requirements still apply. Fences generally do not require a building permit unless they serve as a required pedestrian-safety or swimming-pool barrier. A tent is exempt only when it is not over 900 square feet and will not hold more than 50 people. Other Virginia USBC exemptions include certain low-voltage wiring, limited roof-decking replacement on specified residences, and minor ordinary repairs such as painting, wall covering, cabinetry, and floor covering. A qualifying farm structure follows the County's agricultural affidavit process and carries a $10 permit fee.

Field rule

A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements.
