Minor-work playbook

Owner-occupied single-family homes, registered home daycares, small working farms, and some home businesses are outside that state construction-permit scope, although town zoning and state plumbing, wastewater, energy, electrical, or other permits may still apply. Routine public-building maintenance such as painting and exact-match replacement of broken fixtures does not require the state construction permit. One- and two-family rentals, apartments, businesses, lodging, retail, restaurants, schools, storage buildings, and municipal buildings are public buildings and generally require it. The Commissioner may grant a variance or exemption where strict compliance creates practical difficulty or unnecessary hardship while preserving public safety.
