Regulatory framework
The code baseline for Millard County.
The county page still displays the prior 2021 IRC, IBC, IPC, IMC, IFGC, and IECC, 2020 NEC, Utah amendments, and Utah Wildland Urban Interface Code. For applications accepted on or after July 1, 2026, Utah's controlling State Construction Code uses the 2024 IBC, 2021 IRC and Appendix AQ, 2024 IPC, 2024 IMC, 2024 IFGC, 2023 NEC, 2024 IECC, 2024 IEBC, residential provisions of the 2024 ISPSC, 2024 IFC, and statewide amendments; earlier accepted projects may remain under the prior cycle. Published typical design criteria are 20-psf roof live and snow load, 30-psf ground snow, 40-psf floor and deck live load, 115-mph ultimate wind, exposure C, seismic C, and 30-inch frost depth, subject to site-specific engineering. County land-use regulation applies to unincorporated areas, while the Building Inspection Department describes its building services as countywide; municipal applicants should obtain any required city approval.
