Codes, exemptions & field inspections

Build to the adopted code. Verify every exception.

This guide translates the available agency record into a preconstruction checklist for structural scope, minor work, and inspection release. The adopted code and the issuing official control when a field condition is disputed.

Regulatory framework

The code baseline for Box Elder County.

2021 International Building Code including Appendix J; 2021 International Residential Code; 2021 International Plumbing Code; 2021 International Mechanical Code; 2021 International Fuel Gas Code; 2017 National Electrical Code; 2021 International Energy Conservation Code; and 2021 International Existing Building Code, subject to Utah Code Section 15A-2-104(2), plus the HUD Code where applicable. County Community Development jurisdiction is limited to unincorporated Box Elder County; municipal projects are referred to the relevant city or town.

Inspection lane

Allow at least 24 hours and schedule with Diane Fuhriman or Jessie Fernelius at 435-734-2634, dfuhriman@boxeldercountyut.gov, or jfernelius@boxeldercountyut.gov. Do not cover construction until the relevant inspection is approved. The county's residential list includes footing, foundation, foundation insulation, under-slab plumbing/mechanical/electrical, rough four-way or individual rough trades, insulation, commercial sheetrock, temporary power, meter set/power-to-panel, final four-way, and individual final trade inspections.

Minor-work playbook

Understand what may be exempt—and what is not.

The county publishes a separate online Agricultural Exemptions Form and requires a site plan showing the agricultural building and distances from every property line; qualification is not automatic. The county also publishes requirements for residential accessory structures under 600 square feet, so small size alone should not be treated as a locally verified exemption. No complete county-specific list of cosmetic or minor-work exemptions is posted; contact Building Permits / Inspections before starting such work.

Field rule

A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Obtain written confirmation when the project involves a new structure, structural alteration, change in occupancy, or concealed work.

Inspection pipeline

Keep the work visible at every release point.

Retain the approved plans, inspection approvals, correction responses, and final certificate or occupancy release with the property file.

Contractor verification

Verify the builder before the contract is signed.

Use the state licensing system to verify active registration, trade credentials, bond status, and liability coverage where available. Match the legal business name to the proposal and permit application.

Planning reference

Keep the parcel rules beside the building plans.

A building permit is only one part of statutory compliance. Check the local zoning, ordinance, map, or land-use reference before finalizing setbacks, height, lot coverage, access, drainage, or accessory structure placement.

Project questions

Frequently asked questions for Box Elder County

Who handles permitting for this jurisdiction?

Box Elder County Building Permits / Inspections and Community Development is the identified county-level authority for this profile. Confirm that the property is in its service area before filing.

How should I begin an application?

Begin with the online permit gateway listed in the application guide. If the portal does not recognize the address or project type, contact Building Permits / Inspections: 435-734-2634; Chief Building Official Codey Illum: 435-734-3303; Community Development / Planning & Zoning: 435-734-3354; toll-free: 877-390-2326; fax: 435-734-2728.

How long might review take?

Standard processing is 7-10 business days after the office receives every required document; missing information can delay review. Except where the land-use code provides otherwise, a permitted-use approval expires if the authorized building, activity, construction, or occupancy does not start within 180 days or is not completed within two years.

How are inspections scheduled?

Allow at least 24 hours and schedule with Diane Fuhriman or Jessie Fernelius at 435-734-2634, dfuhriman@boxeldercountyut.gov, or jfernelius@boxeldercountyut.gov. Do not cover construction until the relevant inspection is approved. Field sequencing matters

The inspector needs to see the work at the right moment.

Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible. Build the inspection calendar into the trade schedule instead of treating it as a final administrative step.

When a project qualifies for a narrow minor-work exemption, keep a written explanation of why it qualifies and confirm that related zoning, utility, fire, energy, or environmental rules do not create a separate approval requirement.

Closeout file

Keep the approved plan set, inspection approvals, correction responses, contractor license verification, final certificate, and any occupancy release together. A clean record protects the owner, builder, lender, insurer, and future buyer.
