Zavala County publishes no countywide general structural-building permit or adopted IRC, IBC, plumbing, mechanical, or fire-code edition for unincorporated property. The Utility Department does publish a $65 electrical-service permit and mobile-home service requirements based on the National Electrical Code, including NEC Articles 250, 300.5, 550, and 230.28; the NEC edition is not stated. The county administers OSSF permits under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285, floodplain review through the Utility Director/Floodplain Administrator, and active subdivision regulations filed October 12, 2005. A comprehensive 2026 subdivision and manufactured-home-rental-community rewrite was posted only as a public-hearing draft with a blank effective date and is not represented here as adopted.
