Which codes and exemptions should I review?

Wilson County requires permits for development, driveways, and septic work. Floodplain development is administered under the Wilson County Flood Damage Prevention Order using the November 26, 2010 FIS/FIRM and later revisions. The current Wilson County Subdivision and Development Rules and Regulations were adopted April 13, 2026 and incorporate the 2021 International Fire Code for subdivision water supply, fire flow, and emergency access. OSSFs are governed by the Wilson County local order, Texas Health and Safety Code Chapter 366, and 30 TAC Chapter 285; professional OSSF design is required. The county does not publish a conventional residential structural-building permit or countywide IRC/IBC trade-code program; its published packet covers floodplain/development, OSSF, and driveway approvals. The county publishes no cosmetic- or minor-work exemption list and states that permits are required for any development, driveway, or septic work. A property outside the special-flood-hazard area may receive a floodplain exemption certificate only after the county reviews the development application and makes that determination; the application and $100 determination fee still apply. Subdivision plat exemptions exist for certain divisions qualifying under Texas Local Government Code Section 232.0015, including specified agricultural and qualifying family divisions, but those exemptions do not waive separate floodplain, driveway, or OSSF requirements.
