Digital permit application gateway

Apply for a permit in Webb County

Start with the issuing authority’s own submission lane. A complete application package, accurate valuation, and accessible inspection path are the fastest route through statutory plan review.

Recommended first click

Open the official online permit gateway.

Use the official digital gateway to submit plans, monitor review comments, pay required charges, and request inspections when the permit is issued. If the link is unavailable, use the agency website or phone number on the administrative profile to confirm the current lane.

Typical review lane

Fire-alarm and other published fire-protection plan reviews may take up to 10 working days; request system inspections at least 24 hours ahead and allow up to five days for scheduling and conducting the final building inspection. Complete OSSF applications must be approved or denied within 30 days under state rules. Webb County publishes no fixed floodplain-development or general fire-code building-plan decision time. Preliminary subdivision materials must be submitted at least 15 days before Commissioners Court consideration, and preliminary approval expires after 12 months unless extended.

Treat this as a planning signal, not a guaranteed approval date. Completeness, corrections, resubmittals, and agency workload control the actual clock.

01

Confirm jurisdiction

Verify the parcel is inside this agency’s service area and note whether a city, state, fire marshal, septic authority, or utility district also has approval authority.

02

Assemble a complete package

Prepare legible plans, site information, project valuation, ownership authorization, contractor information, and any energy, floodplain, zoning, or utility documentation the issuing office requires.

03

Track the review record

Keep the permit number, approved plan set, correction comments, fee receipts, and inspection results together. Those records establish the compliance trail for the next trade.

Application documents

Use the official form when a portal is not the only filing route.

Before submission, call Planning Department: 956-523-4100; Fire Marshal/fire-code permits: 956-523-4678 (current county webpage) or 956-523-5911 (permit instructions) if the project involves a change of occupancy, structural alteration, accessory structure, demolition, or work near a regulated environmental feature.

Project questions

Frequently asked questions for Webb County

Who handles permitting for this jurisdiction?

Webb County Planning Department and Fire Prevention and Arson Division (Fire Marshal) is the identified county-level authority for this profile. Confirm that the property is in its service area before filing.

How should I begin an application?

Begin with the online permit gateway listed in the application guide. If the portal does not recognize the address or project type, contact Planning Department: 956-523-4100; Fire Marshal/fire-code permits: 956-523-4678 (current county webpage) or 956-523-5911 (permit instructions).

How long might review take?

Fire-alarm and other published fire-protection plan reviews may take up to 10 working days; request system inspections at least 24 hours ahead and allow up to five days for scheduling and conducting the final building inspection. Complete OSSF applications must be approved or denied within 30 days under state rules. Webb County publishes no fixed floodplain-development or general fire-code building-plan decision time. Preliminary subdivision materials must be submitted at least 15 days before Commissioners Court consideration, and preliminary approval expires after 12 months unless extended.

How are inspections scheduled?

Submit the original signed Planning application and all listed supporting documents to the Planning office; incomplete applications are not processed. For a fire-code building permit, submit the application and two plan sets to Suite 2A, post the issued permit at the site, and arrange required alarm/sprinkler/suppression acceptance inspections before the final building inspection. Protection-system inspections are requested at least 24 hours in advance. When work is complete, submit the county Request for Final Inspection; an inspector contacts the applicant, and the county says to allow up to five days for scheduling and conducting the final. Do not open a business before receiving the Certificate of Compliance. Floodplain permits allow scheduled and unscheduled inspections, and subdivision developers must request required construction-phase and final inspections.

Which codes and exemptions should I review?

In unincorporated Webb County, Planning regulates floodplain development (described by the county as building permits), utility connections, OSSFs, junkyards, subdivisions, and related land development. County fire-code building permits apply when constructing or remodeling a public, commercial, or multifamily building or opening a business. Current county fire forms apply the Webb County Fire Code, based on the 2021 International Fire Code with local amendments, and cite the 2021 International Building Code for fire-code compliance review, together with applicable NFPA standards. Floodplain work is governed by the Webb County Flood Damage Prevention Order and FEMA/NFIP criteria; OSSFs by Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285. Webb County does not publish a general county IRC/electrical/plumbing/mechanical permit program for ordinary one- or two-family construction outside these regulated areas. The county publishes no blanket cosmetic-work exemption for a regulated public, commercial, or multifamily occupancy: new construction, remodeling, or opening a business in an existing unincorporated-area location requires Fire Marshal review. Planning first issues a Development Determination and identifies whether floodplain, utility, OSSF, or other approvals apply. Platting exemptions include qualifying utility-only tracts; communications-tower or natural-resource tracts restricted against offices and other uses; temporary public-project construction yards; and divisions whose smallest tract is at least 50 acres and restricted against business uses. Additional governmental and qualifying 25-acre divisions may obtain case-by-case plat exemptions. Confirm any claimed exemption in writing with Planning before work.

What makes an application complete

A portal submission is only as strong as its supporting record.

Before you click submit, make sure the drawings agree with the site plan, project description, valuation, ownership authorization, and contractor information. If the work changes structure, occupancy, drainage, fire protection, energy performance, or utility demand, describe that scope plainly. Ambiguous narratives create correction cycles and delay the field schedule.

Save the confirmation number, payment receipt, uploaded plan set, and every correction comment. Those records are the backbone of a defensible compliance file when multiple trades or agencies share responsibility.
