The code baseline for Ward County.
Ward County publishes no county general-building code or building-permit program for unincorporated construction. The City of Monahans municipal fallback enforces locally amended 2018 International Building Code, 2018 International Residential Code, 2018 International Plumbing Code, 2018 International Fuel Gas Code, 2018 International Property Maintenance Code, 2018 International Fire Code, and 2017 National Electrical Code. All city construction projects are inspected. In unincorporated Ward County, county/state controls still apply to FEMA floodplain development and OSSFs; TCEQ's current reports identify Ward County as OSSF authorized agent 620317, administering Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285.

Print and complete the Monahans pre-application form for building, plumbing, electrical, and/or mechanical work, then email it as directed by the form or bring it to City Hall; call the Permit Clerk or Building Inspector at 432-943-4343 to verify requirements and schedule inspections. The city inspects all construction. A licensed electrician must notify the chief electrical inspector when permitted work is complete and before concealing equipment; the inspector acts within 48 hours excluding weekends and holidays, or as soon afterward as possible. Unapproved concealed wiring may be ordered uncovered, and electrical service is not authorized until conformance is approved. For unincorporated property, contact Ward County regarding floodplain review and OSSF authorization/installation inspection before starting septic work.
