Upshur County's Flood Damage Prevention Ordinance requires a development permit for development in county Special Flood Hazard Areas and applies FEMA FIRM/FIS data, 44 CFR floodplain standards, a two-foot freeboard for new and substantially improved structures in specified zones, floodproofing certification for applicable nonresidential work, anchoring/elevation standards for manufactured homes, and no-rise analysis for floodway encroachments. County subdivision and manufactured-home-community regulations apply road, drainage, utility, plat, and OSSF standards, including 30 TAC Chapter 285. The county publishes no adopted general countywide IRC, IBC, electrical, plumbing, mechanical, or fire-code edition for ordinary construction outside these programs. Municipalities regulate work inside their boundaries and may have ETJ requirements.
