Swisher County has adopted minimum floodplain-management regulations and the County Judge's office is the county floodplain contact for unincorporated flood-hazard areas. The county publishes no general building department and no adopted countywide IRC, IBC, electrical, plumbing, mechanical, or fire-code edition. Swisher does not appear in TCEQ's 2025 report of systems authorized by local agents; septic permitting therefore falls to TCEQ Region 1 under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285 unless the state confirms a newer local delegation. Incorporated Tulia, Happy, and Kress may impose separate municipal requirements.
