Smith County's current official ordinance library states that, other than subdivision regulations, the county has no local building policies for construction in unincorporated areas. Regulated flood-hazard development is governed by the Smith County Flood Damage Prevention Ordinance and applicable NFIP standards, including elevation or floodproofing requirements two feet above base flood elevation. Subdivisions are governed by the current Smith County Subdivision Regulations. OSSFs are governed by Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285 through the county's authorized program.
