The San Jacinto County Fire Code adopts the 2009 International Fire Code, as locally amended, for initial construction and substantial improvements of public buildings, commercial establishments, and multifamily residential dwellings with four or more units. The Permit Department administers county development, floodplain, pipeline, and OSSF permits. The flood ordinance requires development permits for construction and other man-made development in identified flood hazard areas, including post-disaster repair, and generally requires new or substantially improved residential floors two feet above base flood elevation. OSSF work is regulated under Texas Health and Safety Code Chapter 366, 30 TAC Chapter 285, and the county's authorized-agent program.
