Potter County Road and Bridge administers county floodplain and subdivision requirements for unincorporated land; the December 2023 subdivision regulations require drainage analysis identifying the 100-year floodplain, road standards, water-supply certification, and approved sewage plans. The Amarillo Area Public Health District administers Potter County's OSSF Order, 30 TAC Chapter 30 Subchapters A and G, and 30 TAC Chapter 285. The county's more stringent OSSF order requires a permit regardless of tract acreage. No general county structural building-code edition or ordinary residential building-permit program was published for unincorporated property in 2026.
