Regulatory framework
The code baseline for Polk County.
A county development permit is required before constructing any new man-made structure or addition in unincorporated Polk County. Floodplain development follows Polk County and NFIP standards and requires an elevation certificate. OSSF work follows the Polk County Health and Safety Code Order, Texas Health and Safety Code Chapter 366, and 30 TAC Chapter 285. All new commercial buildings must be inspected and comply with NFPA 101, 2021 edition, and NFPA 1 fire/life-safety requirements; Polk County does not publish a general residential structural code edition on its current permit page.
