Regulatory framework
The code baseline for Pecos County.
Pecos County's official 2026 guidance states that its only county-required permit is for an on-site sewage facility under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285. It expressly states that the county has no zoning or other permitting regulations, county ordinances, general building codes or building permits, fire code, or federal flood-insurance participation. State and federal requirements still apply, and incorporated Fort Stockton and Iraan administer their own municipal rules.
