Marion County's current hazard plan states that the unincorporated county does not participate in the NFIP, lacks current FEMA flood mapping, and the county site publishes no structural building-permit or ICC-code program. The municipal fallback, City of Jefferson, confirms the 2000 International Building Code as its last clearly adopted building code. A 2026 ordinance proposing the 2021 IBC, IEBC, IFGC, IRC, IMC, IPC, ISPSC, private sewage disposal, and fire codes plus the 2023 NEC received first- and second-reading agenda consideration, but the city's ordinance page still lists it as a draft rather than an adopted ordinance, so those editions are not represented here as effective. NETMWD administers Marion County OSSF permits under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285.
