Liberty County requires a building permit for any building over 100 square feet constructed or moved onto property in unincorporated areas, including homes, manufactured homes, storage buildings, garages, workshops, carports, and commercial structures. The county enforces its 2021 Subdivision and Development Regulations, Flood Damage Prevention Ordinance/NFIP standards, and OSSF rules under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285. Floodplain projects require an elevation certificate and floodway projects also require a no-rise certificate. County commercial and park applications invoke International Building Code administrative and sprinkler provisions, but the county's current hazard plan does not identify a countywide adopted ICC edition; no specific edition is therefore inferred.
