Leon County requires a floodplain determination/development permit before new construction, manufactured-home placement, substantial improvement, water-supply work, or sanitary-sewage work in unincorporated areas under its Flood Damage Prevention Court Order and NFIP/FEMA standards. SFHA or floodway projects require a development permit, authorization-to-proceed letter, elevation certificate, and flood-resistant compliance. The county also requires a $30 electrical-release permit for unincorporated projects and a 911 address before applying. Leon County is the OSSF authority under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285 and requires permits for all new standard or aerobic installations. No general adopted county ICC code edition or broad structural inspection code was found.
