Lavaca County requires a development/floodplain determination before construction in unincorporated areas and a floodplain development permit for projects in a Special Flood Hazard Area under its Flood Damage Prevention Ordinance, NFIP standards in 44 CFR, the current Lavaca County FIS/FIRM and revisions, and flood-resistant construction requirements. The county is the OSSF authority under its local order, Texas Health and Safety Code Chapter 366, Texas Water Code, and 30 TAC Chapter 285; all parcels need a permit to install, replace, or repair an OSSF, and applications must be made through a TCEQ-licensed professional installer. No general county structural-building permit program or adopted county ICC code edition was found outside the floodplain context.
